Yes*. The architecture of atproto is a bit different from activity pup and mastodon instances. Account hosting (the PDS), and moderation/broadcasting (the Appview) and the client (the Bluesky app, flashes, Pinksky, etc) are all different pieces that each can be run independently

You absolutely can! @baileytownsend.dev has some great guides and a migration tool. You will keep all your followers and content. It doesn’t cost much at all, especially if you already have a pi or home server running.

At the Appview level, yes. They could decline to scrape a PDS from their Appview, which presents content to the user through their client and any other clients that use their Appview. Users have the choice to use a different Appview that makes different choices.
